O objectivo desse estudo \u00e9 apresentar uma caracteriza\u00e7\u00e3o metodol\u00f3gica para o c\u00e1lculo do \u00cdndice de Desenvolvimento dos Munic\u00edpios (IDM), na defini\u00e7\u00e3o de indicadores e dimens\u00f5es que o comp\u00f5em. Procura-se, dessa forma responder a necessidade de compara\u00e7\u00e3o e distribui\u00e7\u00e3o de receitas para o desenvolvimento das localidades. Como sabemos, cada munic\u00edpio apresenta graus de diferencia\u00e7\u00e3o em suas dimens\u00f5es sociais, demogr\u00e1ficas, econ\u00f3micas, ambientais, tecnol\u00f3gicas e culturais. Parte- se do entendimento de que qualquer metodologia de estima\u00e7\u00e3o e an\u00e1lise do n\u00edvel de desenvolvimento, para aferir a situa\u00e7\u00e3o actual e as transforma\u00e7\u00f5es ocorridas nos munic\u00edpios, deve ser capaz de abarcar essa diversidade com base em dimens\u00f5es e indicadores multivariados. Essa proposta metodol\u00f3gica consiste na recolha e sistematiza\u00e7\u00e3o de indicadores representativos de cada uma das dimens\u00f5es, que reflectem o desenvolvimento municipal e permitam a realiza\u00e7\u00e3o de avalia\u00e7\u00f5es r\u00e1pidas, bem como uma an\u00e1lise comparativa dos n\u00edveis de desenvolvimento dos diferentes munic\u00edpios. Palavras-chaves: \u00cdndice, Desenvolvimento, Munic\u00edpio. <\/p>\n\n\n\n<p><strong>Abstract<\/strong>:<\/p>\n\n\n\n<p> The development of any community is revealed by the results that guarantee the well-being of its citizens. The objective of this study is to present a methodological characterization for the calculation of the Municipalities Development Index (IDM), in the definition of indicators and dimensions that compose it. In this way, we seek to answer the need for comparison and distribution of revenues for the development of localities. As we know, each municipality has degrees of differentiation in its social, demographic, economic, environmental, technological and cultural dimensions. It is based on the understanding that any methodology for estimating and analyzing the level of development, in order to assess the current situation and the changes that have occurred in the municipalities, must be able to encompass this diversity based on dimensions and multivariate indicators. This methodological proposal consists of the collection and systematization of indicators that are representative of each of the dimensions that reflect municipal development and allow rapid assessments to be carried out, as well as a comparative analysis of the levels of development of the different municipalities. Keyword: Index, Development, Municipality. <\/p>\n\n\n\n<p><strong>Introdu\u00e7\u00e3o<\/strong>:<\/p>\n\n\n\n<p>Depois de alcan\u00e7ada a paz em 2002, e com o pre\u00e7o do petr\u00f3leo em alta nos mercados internacionais nos anos seguintes, as pol\u00edticas voltadas para o desenvolvimento estiveram historicamente vinculadas a uma no\u00e7\u00e3o de progresso econ\u00f3mico, no qual o conceito de desenvolvimento foi sistematicamente tratado como sin\u00f3nimo de crescimento econ\u00f3mico. Tal no\u00e7\u00e3o baseou-se em projec\u00e7\u00f5es e avalia\u00e7\u00f5es quantitativas, apoiadas numa vis\u00e3o de superioridade de um crescimento monet\u00e1rio, no qual as condi\u00e7\u00f5es de vida da grande maioria da popula\u00e7\u00e3o seriam, no m\u00e1ximo, resultado perif\u00e9rico das pol\u00edticas adoptadas. O pa\u00eds necessita de um modelo de desenvolvimento que diminua a pobreza, que distribua renda e que crie um modelo de desenvolvimento sustent\u00e1vel nos mais variados dom\u00ednios, que articule as pol\u00edticas de crescimento econ\u00f3mico com valoriza\u00e7\u00e3o do trabalho, que promovam a distribui\u00e7\u00e3o de renda e justi\u00e7a social, gera\u00e7\u00e3o de emprego e democratiza\u00e7\u00e3o das rela\u00e7\u00f5es de trabalho.<\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Resumo: O Desenvolvimento de qualquer comunidade revela-se pelos resultados que garantam o bem-estar de seus cidad\u00e3os.
